IMO Tiger won't be back until he is consistently competing in and winning majors. He has said many times his own measuring stick is how many majors he wins so why would we accept anything less from him either.

The Masters current course set is perfect for, or gives them the best chance to win.
Tiger not the favorite/pick anymore. Doesn't mean he can't win with a great week, but he has to seriously fight the left miss demons with the current setup (since the last course changes). He's forced to turn the rock from right to left on 4-5 key holes these days, and it has totally changed his chances IMO. He has to be flawless in every other area now a days.
It should be a potentially great Masters though. Tiger, Phil, Keegan, Rory and Bubba all healthy. Rory's Sunday round was huge mentally IMO.

He results seem to be more in the realm of inconsistent with flashes of dominance rather than being back or whatever some want to label it. Also I doubt Tiger will ever be back to a 2000-2001 level (not sure any golfer will).
5 tourneys he has 2 wins on each end sandwiched in with a missed cut, ouster in 1st round of match play, and 37th place finish.

Rory has such a complex transition with the way he loads his right hip before starting the down swing that he is always going to have slumps. But when his timing is on; he's clearly the best in the game.
