Didn't they also allow any current player to drop out of the PSU football program but retain their scholarship if they wanted to stay and graduate ?

There were no bounds. The NCAA was given the power by the lynch mob and the university was looking for some cover that left them a part of the system. I guarantee this is not the last time that the NCAA will venture into things they have no business being in after they are given this power.
