The UIL has some arcane rules but overall is an effective organization.

Wow a 23 game suspension and he is out two years! What are they going to do without him? They also need to send him to Tobacco chewing anonymous-so no one will know his real name.

The UIL is corrupt as well. They just let Dallas AAA academy, started and run by a guy who dresses like a pimp, to recruit all over DFW and play class A ball where no team stood a chance of competing with them. Let in an obvious cheat school set up for athletic reasons.
They've allowed so much cheating and rules violations to go unpunished it's insane. Marcus Smart's family got a house in flower mound to rent that was owned by a relative of Teammate Phil Forte for less than half the rent it would otherwise go for in that neighborhood, and Smart retuned the favor by getting OSU to take Forte as well. Yet no punishment to either individual and both were allowed to remain eligible.
If the UIL did its damn job by making kids ineligible for these transgressions then corruption in Texas HS football and basketball would be lessened quite a bit even with the ineffective NCAA. There's no way you can convince me when I've seen with my own two eyes numerous transgressions by the UIL in the last 15 years.
