I do not think so. From the looks of it, this guy saw what happened at UT and N. Dakota St. and thought he would try it to without thinking about consequences and how his phone number could be traced (if that is in fact how he was caught).
In this day and age, such stupidity should be rewarded with some time in the federal pound me in the a prison.
