Lets just say that within the public/government institutions short of flat out blatant incompetence or policy violations protected classes are very secure and protected. Even in those instances you can still expect a lawsuit and serious problem. I watched for many years the fear in executives/admin when approached with such an instance and a reluctance or flat out refusal to even address the problem. Better to turn a blind eye and pretend nothing is going on here.

I can't believe the AD just said that winning all the time is not good. Is it any wonder why Texas athletics is mired in mediocrity?
