I wonder if the B1G schools will push for some sort of bowl up there, maybe Chicago or Indy or Detroit, since they are so far geographically from all of the big ones.

with the Big12 getting the Cotton in I expect the SEC to get one of their bowls/cities in...Peach in the ATL? It shows who is carrying the big sticks at these negotiations

The SEC already has two. I can't imagine the B1G (or any other conference for that matter) being happy with half of the bowl being in SEC territory.

I'd hope for Indy or Chi. Orange Bowl usually has a bad turnout. Miami has a crappy stadium. I don't see another Bowl game In the State of Florida. Just my $0.02.

Houston or San Antonio would be a great location unfortunately they're too far too near in proximity to New Orleans and Dallas.
Atlanta seems like the obvious choice, but that would give the SEC 3 BCS locales, don't think that would fly.
The best compromise in my mind is St Louis. Its reasonably near(5-6 hours drive time) in proximity to schools from 3 conferences, Big 12(KU, KSU, ISU), SEC(Missou, Arky, Kentucky), and B1G(Iowa, Illinois, NW, Indiana, Purdue). It also has the dome stadium to eliminate the inclement weather possibilities.

Houston plans to bid for new college football championship game The city of Houston and Reliant Stadium plan to make a push to host college football's new football championship game, the head of the Harris County-Houston Sports Authority said Tuesday night. The initial plan for the four-team playoff, set to begin in 2014-15, is to rotate the semifinal games among four existing Bowl Championship Series bowls – the Rose, Sugar, Orange and Fiesta - along with two other sites.

San Francisco?
Indianapolis is a good choice.
So is Chicago, but there's no indoor stadium (although where I'm from people would tell those southern schools to suck it up because football is meant to be played outdoors no matter what the weather is)

Since there was talk of rotating this game, it makes you wonder whether it rotates between Dallas and Atlanta and is the 5th BCS bowl or if the Cotton becomes the 5th BCS bowl and they rotate the Champions bowl between Houston/Atlanta.

I would pick a place up north. Seattle, Detroit, Indy would be nice, but I would love for it to be outdoors. Soldier field or Giant Stadium would be sweet.

Baltimore and DC area costs too much for fans IMO. Plus the traffic out there would get even worse than it is. St. Louis isnt a bad place stadium wise, but the city isnt that nice.
